Constitutional Reform: It is a belief held by the URC that constitutional reform is of the utmost importance, to empower each and every citizen, to enshrine the rights and responsibilities of both the citizen and the state. Constitutional reform should be undertaken to limit the scope of government and to limit the influences external to the direct democratic process. These reforms should incorporate the Republicanist Model that is used by such nations as the Republic of France and the United States of America, where-by the Executive Branch of Government is separate to all others, that Legislation shall be enacted by the will of the Parliament and Senate and not at the directive of the Executive. There must be in this process a clear emphasis on administration of good government, where those in positions of authority and responsibility are directly responsible under the law for their actions, where punitive sanction can be imposed beyond the removal from that position via the democratic process as expressed by each citizen at the ballot box.
Further-more, these reforms must provide a clear separation of powers and responsibilities between the Federal Government and that of each individual State, these reforms should seek to limit the size of government by also merging local authority with that of each individual state, which also shall further the endeavour toward clear separations. In addition, those powers and responsibilities of government must be clearly stated within the constitution, that also, the method of exercising those powers shall be also via constitutional directive to ensure that abuse of those powers is open to punitive sanction.
The role of the citizen in the democratic process inclusive of the Judiciary and Law Enforcement shall also be clearly defined in a new constitution, where-by the collective will of the citizenry bound by the constitution may have real and effective bearing on the institutions that seek to represent and protect the citizenry.
Under a new constitution there shall be a mandate of the citizen, where-by each and every citizen is represented as a citizen, free from ideological bonds. That each citizen’s representative in the Parliament shall only be beholden to the citizenry, that no external influence shall be able to usurp the democratic will of the citizenry, to this end the abolition of collective parties under a new constitution is a matter of absolute importance. Limiting the powers of those who would seek to lobby, overtly or covertly influence government by removing their right to access to government and the representatives of the people. To ensure that those groups shall not by virtue of financial position gain influence beyond that of the citizen there shall be a prohibition of donations to any elected candidate or any person seeking candidacy.
To ensure that all collective groupings of like-minded people are represented equally all of these groups shall be governed by a universal constitution which espouses the virtues of democracy and the will of the citizen above ideology and privilege. That this universal constitution shall not impede the right of each citizen to congregate or seek like minded citizens, that it is to only ensure that no group, union or association shall be governed different from another.
Most importantly a new constitution that applies to each and every citizen regardless of the soil under-foot, that it offers each and every citizen true and meaningful protections, again, regardless of the soil under-foot, that it ensures that the government of that citizen is bound by the constitution to afford each and every citizen the protection from harm by whatever means, by whatever force of arms, again, regardless of the soil under-foot.
Above all else, the new constitution shall not be changed without the express and enacted will of the citizenry, that no court nor parliament shall seek to re-interpret or alter in any way the text or literal meanings of any part of the constitution without the express and enacted will of the citizenry.
That under a new constitution the Islands of New Zealand and all territories attributed to New Zealand shall be considered as Australian and vice versa, that each and every citizen shall be afforded every protection under the new constitution regardless of the soil under-foot.
That under the new constitution each and every citizen of New Zealand shall be considered a citizen of Australia and be afforded every right, protection and privilege as such, this shall be regardless of the mergence of states of governance or any institutional variance.
Further, under a new constitution our rightful heritage shall remain, that the Head of State shall remain the Crown albeit all constitutional and legal authority to govern shall reside with the citizenry under the constitution and their elected head of government shall inherit all powers relevant to the head of state. That a new constitution allow for the creation of a regent as the representative of the crown, a role symbolic but also under the law be holder of the title of Regent Petitioner, where-by the regent shall receive all petitions to government on behalf of the citizenry and shall imbue upon them the authority of the office of regent, giving the citizen recourse against government given that enough citizens petition in their own right.
This shall give the Regent Petitioner constitutional protection and authority to call a citizens referenda or election for all branches of government.
Under the new constitution there shall be recognition that the Royal House of Australia shall be that pertaining to Princess Mary and her descendants once she is crowned Queen of Denmark, that to all natural citizens of Denmark an offer of joint citizenship shall be in perpetuity made as homage and in recognition that our two nations will forever be linked.
Ultimately a new constitution shall be irrevocable and authorative, that it does not discriminate nor value position, wealth, gender, religion or creed, that it makes all citizens equal under and before the law and their government.
